The urgency of combating climate change has spurred cities across the globe to commit to achieving climate neutrality by 2030. Meeting this ambitious goal necessitates a swift and expansive rollout of Positive Clean Energy Districts, PCEDs,  within cities and throughout Europe. 

Eight cities within Europe are taking up the challenge with a dual purpose: to mitigate climate change as well as to cultivate inclusive, resilient and smart communities. 

ASCEND's journey commences with the establishment of two accessible and cost-effective PCEDs in the Lighthouse Cities of Lyon and Munich. These pioneering initiatives cater to citizen needs while integrating cutting-edge energy systems and user-centred solutions. Expanding the momentum, six Multiplier Cities—Porto, Charleroi, Stockholm, Prague, Budapest, and Alba Iulia—will elevate the PCED concept, showcasing its viability and efficiency in diverse urban contexts.

Central to ASCEND's success is its collaborative approach, uniting policy makers, industries, SMEs, developers, financial institutions, research organisations, academia, energy service providers, and citizen groups. This holistic network forms the backbone of the PCED ecosystem, fostering innovation and collective progress. Solution package owners, in partnership with Lighthouse and Multiplier cities, will refine technical aspects, business models, and financial approaches, guided by real-world feedback.

Measuring the impact of these initiatives will rely on an Integrated Monitoring and Evaluation Methodology, including a sophisticated KPI engine for automated data collection. This approach ensures evidence-based insights into the feasibility and cost-effectiveness of PCED implementations.
